Love your courage to move up a step! I have been in this situation too. I think it would be a good idea to actually start going on "dates" before you/or him make a move. If you aren't comfortable with goin alone you can invite him to go with you and your friends (mention he can invite some friends too). After a couple group dates you can ease into "real" dates and then he should get more comfortable with you. After this HE should be the one to hold your hand/kiss you after all you have done(haha!). Thanks, hope this helps! TIP- When you REALLY want him to make a move, go somewhere romantic. Like ice skating or a romantic picnic.
