Well, theyre your age so u shouldnt be as nervous and to be their friends you can ask them to hang out with u or if ur going to the movies ask if u they wanna go....But before u do this at least talk to them.JUst come up to them and say"hi im_____,and im your neighboor so if u wanna hang out sometime just tell me"
