Ok, about your bf/gf sitch, don't worry, everything will work out. Just ask him if he wants to hang out sometime, say at the movies, and everything will fall into place from there. If he asks, like a date? Just say yes and since he likes you you don't need to worry about being "rejected" or anything. You probably don't even need to TELL him you like him, unless he asks, of course. If you guys have been friends 4ever don't stress bcuz you will be a great couple!
