Well first of all you need to respect your parents rule about not datong until you are sixteen. Do not go behind their back, because if they find out they might raise the age even higher.
Instead try to hecome his friend first. And when youre not sure what to say when talking to him try complimenting him, talking about your hobbies, or talking about things you have in common.
