youbelongwithme13: Hey! Maybe try to get to know him a little bit better as friends. He might just be nervous about ruining your friendship by going out with you. For the dance, you could ask him if he wants to just hang out at the dance as friends. If you think he likes you then he will probably say yes to just going as friends!
