I think she should sit him down and tell him she is still sorting out her feelings for him and doesn't want to take things to fast and get into a serious relationship. I am sure he will understand. They can still date though!!! Go out and get to know each other so she can get to know him. Hopefully her feelings would grow for him, if not then she should (gently) break up with him.
