I am looking for an outfit that fits my curvy, hourglass shape for open house at school. The weather is hot and rainy, but I don't own rain boots. I wanted a look to impress my teachers and my friends.

It's great that you want to look cute, but keep in mind that the best way to impress your teachers is by paying attention and working hard in class, not what you wear! That being said, a dress/skirt or cute shorts will be better in rainy weather than pants, especially if it's hot. A waist-nipping belt or high-waisted skirt/shorts will flatter your figure!

I have to wear uniform for school. its light blue polo tops and navy blue bottoms(no jeans). And i was wondering what could i do to spazz up my uniform and stand out from everyine else? and where could i find plain navy blue skinny or straight leg pants in the sizes 0-17?

Try accessorizing with some super cute jewelry! Forever 21 has some really cute things for pretty cheap! That's also a good place to find straight jeans, as well as Kohl's and Hollister!

That sounds SO cute! I'd probably wear a white tank top tucked into the skirt with a black cardigan over top. Or you could try a heather grey trapeze top/crop top, which would definitely be trendy. You could also pair it with an oversized cable knit sweater over top, in any color - maroon, dark grey, black. Be creative!
